Currently, there no fully self-driving cars that are capable of operating in all types of weather and driving conditions without human intervention. However, several semi-autonomous cars perform some or all steering and braking functions and automatically match the car’s speed to posted road signs. Many companies are racing to become the first full-autopilot cars, and a group of Tesla drivers was recently selected to receive a software update to enable these vehicles to better steer and accelerate without human hands and feet. Tesla claims that hundreds of thousands of its cars will be able to drive themselves sometime in 2023, likely making them the first large fleet of autonomous vehicles owned by ordinary consumers. Indeed, several companies are now designing vehicles without any driver station at all. Even so, 61% of adult internet users reported they would not feel comfortable riding in a self-driving car. However, by the year 2035, it is expected we will have about 4.5 million self-driving cars on our roads. The autonomous vehicle global market is expected to reach $36 billion by 2025, with the U.S. market accounting for 29% of all self-driving vehicles.

Proposed Legislation: Reintroduction of H.R.3628 - 21st Century Smart Cars Act (117th Congress 2021-2022)

Options


  • I oppose reforming current autonomous vehicle policy and wish to donate resources to the campaign committee of Speaker Kevin McCarthy (CA).
  • I support directing the Department of Transportation to prescribe federal motor vehicle safety standards that:

    1.) Establish minimum performance requirements for crash avoidance technologies.

    2.) Require all new passenger motor vehicles manufactured for sale in the United States, introduced or delivered for introduction in interstate commerce, or imported into the United States, to be equipped with the crash avoidance technologies.

    Directing DOT to also conduct advanced crash systems research into:

    1.) Driver monitoring systems that will minimize driver disengagement, prevent automation complacency, and account for foreseeable misuse of the automation.

    2.) Lane keeping assistance that assists with steering to keep a vehicle within its driving lane.

    3.) Intersection movement assistance.

    4.) Automatic crash data notification systems that notify emergency responders that a crash has occurred and provide the geographical location of the vehicle and crash data in a manner that allows for assessment of potential injuries and emergency response.

    And wish to donate resources to the campaign committee of Rep. Janice Schakowsky (IL) and/or to an advocate group currently working with this issue.

Trustee Candidates

If elected as a trustee, the campaign committee of Rep. Janice Schakowsky (IL) will be unconditionally awarded the funds pledged to this issue along with a letter requesting her to favorably consider either reintroducing H.R.3628 - 21st Century Smart Cars Act (117th Congress (2021-2022), or a similar version thereof.

If elected as a trustee, Partners for Automated Vehicle Education will be awarded the funds pledged to this issue along with a letter requesting these funds be used to advocate for safe autonomous vehicles.
