Winning Issue » WRONGFUL CONVICTION

DNA analysis of crime scene evidence can now conclusively determine if that evidence matches the person blamed for the crime. This evidence was not available to many wrongly-convicted people during their trial. DNA evidence has been used to exonerate at least 18 Americans on death row, some within days of their scheduled execution. The convictions of at least 310 other inmates have also been overturned after DNA evidence was analyzed. Advocates say there are innocent people currently languishing in prison that can be helped by this technology. However, it could be some time before this help arrives -as there is a backlog of 350,000 DNA samples from homicide and rape cases waiting to be examined. More than 200,000 DNA samples collected from convicted offenders also have yet to be cataloged. The FBI’s DNA database contains more than 10 million profiles of convicted criminals. It has been instrumental in more than 200,000 crime investigations since becoming operational in 1998.

Options

  • I oppose reforming current wrongful conviction policy and wish to donate resources to the campaign committee of either Rep. Paul Ryan or Sen. Mitch McConnell
  • I support authorizing grant programs for the enforcement of crime victims' rights; including DNA training and education for law enforcement officers, sexual assault forensic exams, DNA research and development, identification of missing persons and improving the quality of legal representation for indigent defendants in capital cases; providing incentives to states to establish a reasonable process for resolving claims of actual innocence; helping states defray the costs of post-conviction DNA; extending the authorization of appropriations through 2018 for the Debbie Smith DNA Backlog Grant Program, and wish to either reintroduce S.822 - Justice for All Reauthorization Act of 2013 (113th Congress 2013-2014), or a similar version thereof, and also wish to donate resources to the campaign committee of Sen. Patrick Leahy (VT) or to an advocate group currently working with this issue

Trustee Candidates

If elected as a trustee, the campaign committee of Sen. Patrick Leahy (VT) will be unconditionally awarded the funds pledged to this issue along with a letter requesting him to favorably consider either reintroducing S.822 - Justice for All Reauthorization Act of 2013 (113th Congress 2013-2014), or a similar version thereof.

If elected as a trustee, CM will be awarded the funds pledged to this issue along with a letter requesting these funds be used to reinvestigate and free inmates who are found to be factually innocent of the crime for which they were convicted.

Centurion Ministries, Inc. (CM) was founded in 1983 in Princeton, New Jersey as a 501 (c)(3) non-profit corporation. Recognized in North America as the pioneer in this field, CM has successfully reinvestigated and freed scores of factually innocent people within the U.S. and Canada. CM is the only entity whose focus is nationwide and Canada. It takes advantage of DNA and other forensic testing to prove innocence when it can. However , CM states that most wrongful convictions do not have evidence that can be scientifically tested to prove innocence. Therefore, the bulk of its case work is non-DNA and requires “in-the-field” investigation of wrongful convictions that have taken place throughout the nation. At any given time Centurion Ministries has a case load of approximately 20 active cases, all in different stages of development. In achieving the objectives of its work at no cost to those whom it serves, CM conducts an exhaustive reinvestigation of each case with the goal of developing new evidence sufficient to overturn the conviction. We also retain and work closely with the very best attorneys and forensic experts who ably assist us in obtaining judicial relief for our beneficiaries. CM bears all expenses necessary for the successful completion of its mission.
