In 2010, we passed the Patient Protection and Affordable Care Act - also known as the ACA or Obamacare. This was the first major change to our healthcare system since 1965 and made healthcare coverage available to 94% of our population. Obamacare is credited with giving more than 23 million Americans healthcare, reducing prices due to increased competition, and prohibiting the abuses allowed by previous HMO policies which included denying coverage for pre-existing conditions, lifetime caps on benefits, and charging women higher premiums than men. Before and after its enactment the ACA faced strong political opposition, calls for repeal, and legal challenges. Polls initially found that many Americans opposed the ACA, although by 2017, its provisions were generally accepted and the law gained popular support. This same year, the Trump administration came within a ‘thumbs down’ vote by Sen. John McCain of repealing the ACA. Today, Obamacare is supported by more than 70% of all Americans. However, many people feel Obamacare did not go far enough, as there are currently 85 million Americans who are still either uninsured or underinsured. Many say health costs are still too high and that the Affordable Care Act should include a public insurance option.
Proposed legislation: Reintroduction of H.R.2010 - Public Option Deficit Reduction Act (117th Congress 2021-2022)

- I oppose reforming current Affordable Care Act policy and wish to donate resources to the campaign committee of Speaker Kevin McCarthy (CA).
- I support offering a public health insurance option through health insurance exchanges to be directly administered by HHS by:
1.) Requiring the public option to comply with the same general requirements as other plan types available on exchanges, including with respect to available benefits, benefit levels, provider networks, notices, consumer protections and cost sharing.
2.) Making Medicare health care providers automatic participants in the public option unless they opt out, and allowing providers not participating in Medicare to opt in.
3.) Establishing requirements for setting premiums, payment rates and provider incentives.
4.) Providing funding to establish the public health insurance option, which HHS must repay over 10 years.
And wish to donate resources to the campaign committee Rep. Salud Carbajal (CA) and/or to an advocate group currently working with this issue.

If elected as a trustee, the campaign committee of Rep. Salud Carbajal (CA) will be unconditionally awarded the funds pledged to this issue along with a letter requesting him to favorably consider either reintroducing H.R.2010 - Public Option Deficit Reduction Act (117th Congress 2021-2022), or a similar version thereof.
- Physicians for a National Health Program
If elected as a trustee, Physicians for a National Health Program will be awarded the funds pledged to this issue along with a letter requesting these funds be used to advocate for preserving the Patient Protection and Affordable Care Act.
About: Physicians for a National Health Program is a single issue organization advocating a universal, comprehensive single-payer national health program. We educate physicians and other health professionals about the benefits of a single-payer system - including fewer administrative costs and affording health insurance for the 30 million Americans who have none. PNHP performs research on the health crisis and the need for fundamental reform, coordinates speakers and forums, participates in town hall meetings and debates, contributes scholarly articles to peer-reviewed medical journals, and appears regularly on national television and news programs advocating for a single-payer system.
