It is estimated that about 46% of American adults will experience a mental illness during their lifetime. In any one year, nearly 44 million Americans of all ages suffer from a diagnosable mental illness including schizophrenia, bipolar disorder and major depression. Each year, at least a quarter of all Americans also experience mood, anxiety, impulse-control or substance abuse disorders. Childhood mental illness often results in substance abuse and suicide attempts later in life. About 48,000 Americans commit suicide each year, including many of our veterans. Four times as many men as women choose to end their lives. Over 90% of these people suffer from either substance abuse or a treatable mental health disorder. Studies have shown that about 60% of women hospitalized for mental illness also have a history of trauma. The majority of women suffering from both substance abuse and mental health problems have been victims of rape, incest or physical or emotional abuse. And lastly, a least 49 of the 62 U.S. mass shooting suspects between 1982 and 2012 also suffered from mental illness.

Proposed Legislation: Reintroduction of H.R.7316 - To amend the Public Health Service Act to provide for the establishment or operation of a center to be known as the Emergency Mental Health and Substance Use Training and Technical Assistance Center. (116th Congress 2019-2020)

  • I oppose reforming current mental health policy and wish to donate resources to the campaign committee of Speaker Kevin McCarthy (CA).
  • I support establishing the Emergency Mental Health and Substance Use Training and Technical Assistance Center to provide technical assistance and support to: 1.) Public or nonprofit entities seeking to establish or expand access to mental health and substance use prevention, treatment, and recovery support services, and increase awareness of such services. 2.) Public health professionals, health care professionals and support staff, essential workers, and members of the public to address the trauma, stress, and mental health needs associated with an emergency period. The Center shall include assistance and support by: 1.) Training to identify signs of trauma, stress, and mental health needs. 2.) Providing accessible resources to assist individuals and families experiencing trauma, stress, or other mental health needs during and after an emergency period. 3.) Providing resources for substance use disorder prevention, treatment, and recovery designed to assist individuals and families during and after an emergency period. 4.) Providing language access services, including translation services, interpretation, or other such services for individuals with limited English-speaking proficiency or individuals with disabilities. And wish to donate resources to the campaign committee of Rep. Garrett Graves (LA) and/or to an advocate group currently working with this issue.

Garrett Graves (LA) will be unconditionally awarded the funds pledged to this issue along with a letter requesting him to favorably consider either reintroducing H.R.7316 - To amend the Public Health Service Act to provide for the establishment or operation of a center to be known as the Emergency Mental Health and Substance Use Training and Technical Assistance Center. (116th Congress 2019-2020), or a similar version thereof.

    If elected as a trustee, National Alliance on Mental Illness will be awarded the funds pledged to this issue along with a letter requesting these funds be used expand its efforts to advocate for access to services and treatment for affected by mental illness and for research to treat and cure this disease.
