Between the time of birth and age three, research shows a child's brain doubles in size. High quality childcare can promote the mental development of children and their later success in school. These programs, including some with medical care, are credited with improving the reading, mathematics, language and social skills of those children enrolled. Quality preschool programs also help narrow the achievement gap between economically disadvantaged children and their peers. Studies show that each dollar spent today on quality preschool programs will return seven dollars to society in the future. However, there is a drastic shortage of affordable quality preschool programs available to many working families. Recent surveys have found that only three in ten 4-year-olds now have access to state-funded preschool programs. Education advocates say the effectiveness of early childhood education is primarily related to low child-to-staff ratios, staff education, experience, salaries and specialized training.

Proposed Legislation: Reintroduction of H.R.7092 - Universal Prekindergarten and Early Childhood Education Act of 2022
Prospective Sponsor: Rep. Eleanor Norton (DC-At Large)

  • I oppose reforming current early childhood education policy and wish to donate resources to the campaign committee of Speaker Mike Johnson (LA) .
  • I support authorizing a grant program for states to establish or expand full-day prekindergarten programs that: 1.) Permits each three- or four-year old child in the state to be voluntarily enrolled by the child's parent, regardless of income, in the program at the public school in which the child would be enrolled for kindergarten. 2.) Runs the length of the regular school year. 3.) Are taught by teachers who possess equivalent or similar qualifications to those of teachers of other grades in the school. 4.) Limiting the federal share of such a grant not to exceed 80% of the costs of carrying out these activities. And wish to donate resources to the campaign committee of Rep. Eleanor Norton (DC-At Large) and/or to an advocate group currently working with this issue.

    If elected as a trustee, the campaign committee of Rep. Eleanor Norton (DC-At Large) will be unconditionally awarded the funds pledged to this issue along with a letter requesting her to favorably consider either reintroducing H.R.7092 - Universal Prekindergarten and Early Childhood Education Act of 2022, or a similar version thereof.

    If elected as a trustee, Save the Children Action Network will be awarded the funds pledged to this issue along with a letter requesting these funds be used to work and advocate for increased accessibility to quality early child education programs.
